I need advice

I really like those long exposure shots, like landscapes and waterscapes and such. I don't really have any filters or anything, so I was thinking of getting one. There are graduated filters and then the straight up ND filters..

Can anyone recommend some not-too-pricey filters for me? It would be greatly appreciated :D

After a little research, I am planning on getting the Cokin ';P'-Series system, with both Graduated and ND 2-8 filters.

You can get non Cokin brand filters for the system, which are a lot cheaper (eBay), but I have heard comments about the quality of the glass, etc.
I was thinking of cokin or lee filters for graduated nd. I think I'm gonna buy the Hoya ND400 though, I love the effectsof that. But I'm not sure if there are better alternatives or not.

Generally the more pricey filters are the better quality. But I know that Hoya and Cokin have some good deals and they generally don't fail in the glass department. *wants an ND filter so badddd*

Yeah I'm looking at Hoya right now. I'm so low on money though :( (damn traffic cops)
Trying to gather up as much money as possible just for a $60 filter...
